What does this committee do?
Most town and country planning and development control issues are dealt with under delegated powers by the Head of Planning and Countryside, in consultation with the Chairman or Vice-Chairman of the Development Management Committee. However, where a matter is considered to be more contentious, it will be referred to the full committee for consideration.
If the Development Management Committee feels that councillors should visit the site before making a decision, the application will be referred to the Planning Inspections Committee, a separate committee, which will reach a decision.

Meetings
The Development Management Committee meets every month, usually on a Tuesday afternoon at 2.00 pm in the Council Chamber, Knowle, Sidmouth. The committee occasionally meets at other locations in the area and you should check with Democratic Services on (01395) 517543 to confirm the venue for specific meetings.
Meetings are open to the public, except for specific items where a statutory exclusion is relevant.
As part of East Devon District Council’s aim to demonstrate the transparency of decision making, the public have the opportunity to speak directly to the Development Management and Planning inspections Committee when they meet. This means that you can come and put your point of view, either for or against a planning proposal, directly to the Committee determining them.
Who Can Speak at the Meeting
There is no general restriction as to who can speak at the meeting. However, in order for the meeting to be kept moving, it is necessary to limit the number of speakers in the following way:
- A single Parish or Town Council representative may speak but only to represent the views of their Council.
- Where there is a group of objectors or supporters (e.g. a residents group), a spokesperson should be appointed to speak on behalf of the group – individual objectors are not affected by this.
- Only one representative of an amenity or interest group may speak.
- Either the applicant (only one in the case of joint applicants) or their agent can speak but not both.
How to Speak
If you wish to speak on a particular application, simply enter your name on the sheets located near the entrance to the Council Chamber, in the corresponding section which indicates whether you are a supporter or objector. There is no requirement or facility to record the details of the speaker before the day of the meeting.

Members of the public are welcome to attend and speak at this meeting. - The relevant Officer will introduce and outline the item to be discussed. The public will then be able to speak on that matter only.
- All individual contributions will be limited to a period of 3 minutes – where there is an interested group of objectors or supporters, a spokesperson should be appointed to speak on behalf of the group. Extra papers and/or handouts cannot be circulated at the meeting. There is a timing clock to assist you.
- Speakers should restrict their comments to planning considerations only.
- The Chairman has the right and discretion to control questions and irrelevant points being raised to avoid disruption, repetition and to make best use of the meeting time.
- Speakers are asked not to come to the microphone if their points have already been covered.
- After the public speaking period has finished the consideration of reports will begin and the public will take no further part in the meeting.
- All attendees at the meeting are asked to offer all speakers the courtesy of listening to others’ points of view, even if they do not agree with it.
- The Chairman will not tolerate any interruptions from the public and is entitled to exclude people from the meeting if the business of the committee cannot be carried out effectively
