The Estates Surveyors are responsible for the day to day management of the Council’s substantial and varied property portfolio (excluding housing).  These are interests (over 600 in total) which include a wide range of premises including retail, commercial and industrial properties, along with sport halls, pavilions, cafes, fun parks and playing fields.  The management of the portfolio includes:-

  • Negotiation of leases and rent reviews
  • Ensuring tenant’s compliance with lease terms
  • Resolving repair issues and instructing the maintenance team to undertake works as prescribed within leases
  • Dealing with the assignment of leases between parties
  • Approving licences to undertake works of improvement
  • Undertaking land and property disposal to ensure capital receipts are maximised
  • Negotiating, enforcing and varying restrictive covenants where the Council has retained the benefit of covenants
  • The grant of easements and rights of way
  • Acquisition of land and premises to facilitate the broader objectives of the Council
  • Acquisition of land and property under its compulsory purchase powers
  • Undertaking a rolling programme of asset valuations of the Council’s property portfolio
  • Undertaking a rolling valuation programme of the Council’s property portfolio for the purposes of Building Insurance
