Banding and Appeals
The amount of council tax that you have to pay depends on the valuation band that your property has been put in. The Valuation Office (VO) is responsible for putting properties into bands, not East Devon District Council. The VO is part of the Inland Revenue.
Each property falls within one of the following eight bands:
Band | Property Values as at 1 April 1991 |
| A | Up to £40,000 |
| B | Over £40,000 and up to £52,000 |
| C | Over £52,000 and up to £68,000 |
| D | Over £68,000 and up to £88,000 |
| E | Over £88,000 and up to £120,000 |
| F | Over £120,000 and up to £160,000 |
| G | Over £160,000 and up to £320,000 |
| H | Over £320,000 |
If you make any improvements and/or alterations to your property, the band will not change until you sell it or until there is a Revaluation.
Appeals against your Banding
If you disagree with the band your property is in you can sometimes make an appeal to the Valuation Officer.
You can make an appeal against your band if any of the following circumstances apply:-
- Part of your property has been demolished.
- Your property has been adapted to meet the needs of a disabled person.
- There have been significant changes to the area in which you live that could affect the value of your property.
- The property has been converted into flats.
- You start using part of your property to run a business.
- There is an increase or decrease in the amount of your property that is being used to run a business.
- If you become the new council tax payer for a property, and you disagree with the band, you can appeal within the first 6 months of becoming the owner.
- You believe the property is not a separate or self-contained dwelling and should not, therefore, be banded at all.
You can also make a proposal to the Valuation Officer to have a property banded, such as newly built properties and conversions.

If you make an appeal against your banding, please remember that you must continue to pay your council tax charge as billed until your appeal has been resolved. If your appeal is successful, and the band is changed, if you have paid too much we will refund the overpayment.
