Cranbrook New Community.

On 8th March 2011, East Devon District Council resolved to grant approval of the first Reserved Matters application for Phase 1 of Cranbrook.  This application (11/0053/MRES) approves matters of access, appearance, landscaping, layout and scale, in respect of up to 1120 new homes to be built at the Cranbrook New Community. The decision was issued 7th April 2011. Documents and plans relating to this application can be viewed through the Council's Planning On-line Service - Simply enter the application number (11/0053/MRES) into the search area.  

The District Council's policies with regard to the New Community proposal are set out in Chapter 12 of the Revised Deposit Local Plan.

The Cranbrook New Community was granted outline planning permission on 29 October 2010. This permission has been issued now that the outstanding matters relating to the Legal Agreement and Strategies have been satisfactorily resolved, following a resolution to grant planning permission being passed by the Development Control Committee on 19th December 2006. The Next Stage.

Further ‘Reserved Matters’ submissions (RM's), for the various parts of Cranbrook will be submitted in the coming months and years. These will include applications for important community infrastructure such as Cranbrook's first new primary school and a train station to serve the new community. Only those living in the immediate vicinity of each phase will be notified of its submission together with the 4 Parish Councils of Rockbeare, Clyst Honiton, Broadclyst and Whimple.

The History of the New Community planning applications.

The original planning application (03/P1900), submitted in July 2003, was considered by the Development Control Committee on 17th May 2005.

Meetings:

A meeting of all Members of the Council took place in the Council Chamber, Knowle, Sidmouth on Monday 16th May 2005 at 2.30pm. The purpose of this meeting was to explain the details of the outline planning application for a new community, and to answer questions from Members. Representatives of the Highways Agency, The Environment Agency and Devon County Council were in attendance. This meeting was not a forum for public debate, or debate of the issues by Members, as it was not a formal meeting of the Development Control Committee.

A Special Meeting of the Development Control Committee was held on Tuesday 17th May at 5.30pm - also in the Council Chamber, Knowle, Sidmouth.- and this is where the application was considered formally.

Members of the public were invited to these meetings, but were not allowed to speak.

Development Control Committee Decision:

At the latter of the meetings described above, the Development Control Committee resolved that, subject to a significantly improved affordable housing offer (the current offer being unacceptable), and the resolution of a number of other matters, then the principle of outline planning for a New Community would be acceptable.  However, this did not mean that outline planning permission had been formally granted at that time.  The unresolved issues needed to be resolved, a detailed and extensive legal agreement needed to be drawn up and signed, and various strategies put in place for the future delivery of Cranbrook, the name chosen for the New Community.

Second Amendment to the Original Planning Application for Cranbrook.

In November 2006, The East Devon New Community Partners submitted further amendments to the original planning application for a new community within East Devon, which was submitted in 2003.

This application was considered by the Councils Development Control Committee on 19th December 2006. The reports relevant to this meeting can be obtainted from the links at the top of this page.

A Duplicate Planning Application For Cranbrook.

In August 2005, The East Devon New Community Partners submitted a duplicate planning application for a new community in East Devon to The Council.
