Mobile cleansing Operatives
Area East (Sidmouth Depot): 8 full time employees covering Axminister, Beer, Honiton, Newton Poppleford, Ottery St Mary and Sidmouth, and other outlying villages. There are also 3 full time Public Convenience Operatives.
Area West (Exmouth Depot): 10 full time employees covering Clyst St Mary, Broadclyst, Budleigh Salterton, Exmouth, Lympstone, Whimple, Woodbury and other outlying villages. There are also 3 full time Public Convenience Operatives.
Most of the Operatives are mobile in East Devon District Council vehicles.
All vehicles/Cleansing Operatives carry standard cleaning equipment as well as litter 'pickers', brushes and shovels for the removal of litter and detritus.
The majority of Cleansing Operatives are trained to recover clinical sharps (syringes/hypodermic needles) and have recovery kits in the vehicles.
Seasonal Cleansing Operatives
These are temporary seasonal staff employed from April to September concentrating on our seafront/town centre areas and other litter hotspots. These are deployed as follows:-
Exmouth - 3 seafront, 2 town centre.
Budleigh Salterton - 1 covering seafront and town centre.
Seaton - 1 covering seafront and town centre.
Sidmouth - 1 covering seafront and town centre.
Mechanical Sweepers (for pedestrian areas)
Exmouth - HS424 'ride on'.
Sidmouth - 636 'ride in'.

Exmouth - 1 Scarab Merlin 7.5 tonne road sweeper.
Sidmouth - 1 Scarab Merlin 7.5 tonne road sweeper.
4.5 tonne Scarab Minor is shared between areas East and West on a two week rotation, or as required to cover exceptional service needs.
R.E.A.C.T (Respond, Enforce And Clean Team)
Responsible for litter picking road verges on the main and rural roads, as well as recovery of fly tipping throughout East Devon. REACT also visit 52 villages in the district to assist with street cleansing and enforcement of local bylaws and statutory legislation.
Staff Information
Staff work a 5 day week mainly Monday to Friday. There are a small number of staff who work over the weekends throughout the District, under the supervisiion of a Technical Officer.
General Information. Environmental Protection Act 1990
It is an offence to deposit trade or commercial waste in litter bins.
Section 87
"A person is guilty of an offence is he/she throw's down, drops or otherwise deposits any litter in any place in the area of a principle litter authority which is open to the air on at least one side, and leaves it. It is immaterial whether the litter is deposited on land or in water."
Fouling of Land by Dogs Order 2009
It is an offence under the above Order when the owner or keeper of a dog fails to remove forthwith dog faeces from land that has been deposited by a dog under their control.
