Hardship Relief
The Council has the discretion to remit all or part of a Business Rates bill under section 49 of the Local Government Finance Act 1988 on the grounds that the occupier of a non domestic property is expecting financial hardship caused by the business rates liability.
The Council has to take into account the interests of its Council Tax payers, as 75% of any relief granted is funded by the local Council Tax payers.
If you would like to apply for hardship relief, please apply to the Council in writing. Your letter should include:
- the reasons for your application;
- details of your business;
- details of the benefits/services your business provides to the local community.
You should also enclose a copy of your latest audited accounts with your application.

If you have not already done so, you should also make an appeal to the Exeter Valuation Office for a temporary reduction in your rateable value.
