How will Parish Plans fit into the new planning system and Local Development Frameworks?
The Countryside Agency guidance and this webpage are intended to be used now and as the new planning system arrangements are implemented. It does this by preparing the ground for the increased opportunities that Local Development Frameworks will bring for Parish plans and land use planning at the local level. Whilst the mechanics of the planning system will change, the role, benefits and opportunities of community-led Parish Plans will continue to be key. Parish Plans could become integrated with or supplement Local Development Frameworks in 2 ways:
adoption of the spatial planning components of a Parish Plan as Supplementary Planning Documents (354KB - 13 April 2005 - PDF Help)
integration of the spatial planning aspects of a Parish Plan into the relevant development plan document, typically an area action plan. (348KB - 20 October 2004 - PDF Help)
The integration of the spatial planning features of Parish Plans into Local Development Frameworks will help to ensure that local characteristics and future aspirations of rural communities are a more formal part of the statutory planning process. Parish Plans can also be the focal point for an effective and positive role for rural communities in helping to guide proposals, manage change and address local needs through the planning process. Through Parish Plans there are increased opportunities for partnership working between parish councils and local planning authorities, enabling and encouraging greater community involvement in land use planning and shaping the future of villages and towns.
