Air Quality in East Devon

In 2003 East Devon District Council carried out its second full review and assessment of air quality in the District.

The 2003 Local Air Quality Assessment showed that there were no sites over specified limits at the time in East Devon. However, the report highlighted a number of potentially significant sources of pollutants in the area namely; Exeter International Airport, industrial sites in bordering authorities, petrol stations, and road traffic.

Part IV of the Environmental Protection Act 1995, places a statutory duty on local authorities to periodically review and assess the air quality in their area. The first step of the review and assessment process is the Updating and Screening Assessment (USA), undertaken by all local authorities. A series of checklists are used for pollutants, and different screening tools for industrial and road traffic sources, these checklists are used to determine potential breaches of the air quality objectives. Progress reports have been introduced into the review and assessment process to provide greater continuity and a longer-term vision to local air quality management. The Progress Report will allow air quality monitoring data, to be assessed on a regular basis and provide an early indication of whether measures are required to improve air quality. Where there are risks that Air Quality Objectives may not be met, then a Detailed Assessment of air quality will be required.

Part of the monitoring network within the District has expanded to 23 sites to include busy roadside locations identified in the First Round. Monitored levels in 2003 are higher compared to 2002 results. The results for 2003, when compared with the Air Quality Objective for Nitrogen Dioxide show that concentrations at Exeter Road are close to the objective. Monitoring shall be continued at this location in order to determine the requirement for a detailed assessment. No development changes have been identified within the District that are likely to impact on air quality.
