Hackney and Private Hire Licences

All drivers, vehicles and operators of Hackney carriages and private hire vehicles operating in the East Devon area must be licensed by the East Devon District Council.

All applications should be sent to the Licensing Office together with the relevant fee. The licence will be issued when all the relevant checks are complete, usually within a few weeks. Although applications can be made at any time during the year, all Hackney carriage licences expire on 31 October and all Private Hire licences expire on 31 May.

Relevance of Convictions

The Council has adopted a policy that applicants for Hackney or Private Hire Drivers Licences should have a conviction-free period of between 3 – 5 years. Convictions and cautions will normally be shown on the Criminal Records Bureau check which all applicants must complete as part of their application. Please contact the Licensing Office if you have any doubt about the relevance of convictions before applying for a licence.

Medical Requirements

Applicants must, at their own expense, complete a medical report to Group 2 Vocational Standards to drive. Please seek medical guidance before applying if there is any doubt about the fitness of the driver.

Driving Test

Applicants must complete a Driving Standards Agency test and produce a pass certificate.
