The Town and Country Planning Act 1990 (as amended by the Planning and Compensation Act 1991) required the Council to prepare a local plan for its area setting out detailed policies to guide development, including proposals for specific sites. The plan contains a range of policies on economic, social and environmental issues against which planning applications are considered and also indicates where the Council wishes to encourage development.
The planning system is ‘plan-led’ so that in making decisions on planning applications the plan should be followed unless there are good reasons not to. The local plan therefore will provide a firm basis for rational and consistent decisions on planning applications and give a reasonable level of certainty for developers and the local community and to service providers to invest in new facilities and infrastructure.
The Local Plan had to go through a series of stages before it achieved the status of an adopted plan. The initial formal public consultation stage in the plan making process is called the Deposit, and, in East Devon, this was undertaken in January 2002. Following consideration of the representations changes were made to the East Devon Local Plan and a Revised Deposit Local Plan was published in September 2003.
A Public Inquiry was held in two parts, commencing in November 2004 and finishing in October 2005.

Part 1 (567KB - PDF Help), for Part 2 to see below), the Council produced modifications to the Local Plan that were subject to further public consultation and after this the Council resolved to adopt the Local Plan. The Local Plan was adopted on Wednesday 19th July 2006.

The East Devon Local Development Framework
