Public question time - standard agenda item (15 minutes)

Members of the public are invited to put questions to the Council through the Chairman

  • Each individual questioner exercising the right to speak during this public question time is restricted to speaking for a total of 3 minutes
  • Councillors also have the opportunity to ask questions of the Leader and/or Portfolio Holders during this time slot whilst giving priority at this part of the agenda to members of the public.
  • The Chairman has the right and discretion to control question time to avoid disruption, repetition, and to make best use of the meeting time.

4 To formally receive the report of the Returning Officer on the election of Councillor Ian Thomas for the Trinity Ward of the District.

6 To agree any items to be dealt with after the public (including the press) have been excluded.  There are no items which Officers recommend should be dealt with in this way.
7 Ted Butt, Independent Chairman of the Standards Committee to outline the work being undertaken by the Committee.

The Chairman to award Long Service Awards to EDDC Staff:

Anne Elliott - Housing Business Unit Administration Officer (20 years)

Andy Grigg - Housing Services Manager (40 years)

The Chairman to present the awards for the Best Kept Village Competition:

  • Baker Cup - awarded to Whimple as the village in East Devon which scored the highest number of points in East Devon in the Large Village Category after East Budleigh with Bicton (which won the Devon-wide Past Winners Section).
  • EDDC Certificate to Colyford (new entry) as runner up to Whimple within East Devon in the Large Village Category.
  • Glanvill Cup - awarded to Dalwood as the village scoring the highest number of points in East Devon in the Small Village Category after Talaton (which won the Devon-wide New Entry Section)
  • EDDC Certificate to Hawkchurch as runner up to Dalwood within East Devon in the Small Village Category
  • EDDC Certificate to East Budleigh with Bicton which won the Devon-wide Past Winners' Section
  • EDDC Certificate to Talaton which won the Devon-wide New Entry Section
10 The Chairman to formally congratulate EDDC Licensing Team for achieving the national award for Customer Service Excellence.
11 EDDC's Countryside Manager and Education Ranger to outline the rationale behind the Council's Deep Thought national curriculum project and show a short film to highlight the value of this initiative.

Changes to Committee /Programme Board  Membership

Changes following the October mid-term election (Trinity Ward)

Councillor Ken Potter to replace Councillor David Atkins of the Overview and Scrutiny Co-ordinating Committee

A Conservative Councillor to replace Councillor Ken Potter on the Service Delivery/Performance Overview and Scrutiny Committee

A Conservative Councillor to replace Councillor Vivienne Ash on the Communities Overview and Scrutiny Committee

Councillor David Atkins to be appointed to the Development Management Committee

Councillor Mike Green to be appointed to the Planning Inspections Committee

Councillor David Atkins to be the Subsitute Member for Councillor Mike Green on the Planning Inspections Committee

Councillor Ian Thomas to represent Trinity Ward on the Seaton Regeneration Programme Board

Other Changes to Committee membership:

Councillor Mark Williamson to be the Substitute Member for Councillors Andrew Dinnis, Helen Parr and Paul Diviani on the Planning Inspections Committee

Changes/additins to Councillor representation on Outside Bodies

Councillor Ian Thomas to replace Councillor Bob Buxton on the Devon Conservation Forum

Further to feedback from Councillor Mike Green who represents EDDC on the South West Regional Standing Committee for Safety of Small Craft, the Council to cease membership of this Committee due to its diminished role.

EDDC Representation on County Committees

Councillors Ray Bloxham and Iain Chubb to represent the Council on County Committees - the County Council has advised that it is extending the membership on its County Committees for a trial period of 12 months to help both the District and City Councils to be better briefed in both local and strategic issues, thereby further strengthening relationships between all organisations.

Members of the public are welcome to attend this meeting when items listed under Part A of the agenda are being considered. For the benefit of Councillors and members of the public a hearing loop system will be in operation in the Council Chamber.
