Public Question time (standard agenda item - 15 minutes) Members of the public are invited to put questions to the Council through the Chairman. Each individual questioner exercising the right to speak during this public question time is restricted to speaking for a total of 3 mintues Councillors also have the opportunity to ask quesitons of the Leader and/or Portfolio Holders during this time slot whilst giving priority at this part of the agenda to members of the public TheChairman has the right and discretion to control quesiton time to avoid disruption, repetition and to make the bet use of the meeting time. |

| 2 | To confirm as a true record the minutes of the Annual Meeting of the Council held on  20 May 2009 (25KB - 22 May 2009 - PDF Help). The minutes of the Council meeting held on 15 April 2009 (112KB - 23 April 2009 - PDF Help) were confirmed at the Annual Meeting and are included in the Minute Book for ease of reference only. |

| 4 | To receive any communications or announcements from the Chairman and/or the Leader |
| 5 | To agree any items to be dealt with after the public (including the press) have been excluded. There are no items which Officers recommend should be dealt with in this way. |
| 6 | The Chairman to introduce representatives from Honiton Nightstop who have recently received the Devon Community Foundation Award. |
| 7 | The Council's Member Champion - Post Offices to give a short statement on the future of the Post Office Service. |
| 8 | The Chairman to introduce local members of the Youth Parliament and invite them to address the Councl on their youth manifesto. |
| 9 | to answer questions asked by Members of the Council pursuant to Proceudre Rules No 8.2 and 8.5 |
| 10 | To consider reports from the Executive Board and the Council's Committees and to received questions and answers on any of those reports. Executive Board Scrutiny Committee Corporate Overview Committee Overview and Scrutiny Co-ordinating Committee Economy Overview and Scrutiny Committee Service Delivery/Performance Overview and Scrutiny Committee Communities Overview and Scrutiny Committee Housing Review Board Development Control Committee Development Management Committee Planning Inspections Committee Audit and Governance Committee Licensing and Enforcement Committee Licensing and Enforcement Sub Committee (The recommendations of the Overview and Scrutiny Committees (including Housing Review Board) have already been referred to the Executive Board for consideration). |
| 11 | Changes to Committee/Panel Membership - to confirm the following appointments: Councillor David Atkins to replace Councillor Roger Boote on the Licensing and Enforcement Committee Councillor Ray Franklin to replace Councillor Paul Diviani on the Local Development Framework Panel |
| 12 | Changes to representation on Outside Bodies To confirm the appointment of Councillor Iain Chubb to the East Devon Highways and Transport Orders Committee to replace Councillor Paul Diviani who now represents the County Council on that Committee. |
Members of the public are welcome to attend this meeting when items listed under Part A of the agenda are being considered. For the benefit of Councillors and members of the public a hearing loop system will be in operation in the Council Chamber.
