3 To consider any items which in the opinion of the Chairman, should be dealt with as matters of urgency because of special circumstances.

4 To agree any items to be dealt with after the public (including the press) have been excluded.

5 The Chairman, Dr David Radford and Chief Executive, Dr Kevin Snee of the Primary Care Trust (PCT)have been invited to the meeting to discuss the PCT's recent announcements, address the Council's concerns in respect of the new arrangements and to answer Councillor questions.
6 To note the contents of the Forward Plan for the period 1 February 2007 to 31 May 2007
7 Matters referred to the Executive Board by the Oveview or Scrutiny Committees or the Council for re-consideration in accordance with the Overview/Scrutiny procedure or budget and Policy Framework Procedure Rules under Part 4 of the Consitution.  No items have been put forward.
