East Devon District Council was judged to be a ‘good’ authority that is improving rapidly following an independent assessment by the Audit Commission.
The Council underwent a Comprehensive Performance Assessment when Commission inspectors visited in June 2003. They found that East Devon was a good authority on a scale of excellent, good, fair, poor and weak.
Their report said: “East Devon District Council is a good Council that is progressing rapidly in developing and implementing the building blocks necessary to drive future improvement. The Council has a history of providing mostly good services, backed by sound and healthy finances.”
The report recognised that the Council’s “strong new leadership” was determined to deliver further long-term improvements. It also said the Council performed well in many areas including housing, leisure, recycling, parks, street cleaning, nature reserves, benefits and protecting the environment.
On 21 March 2005 the Council underwent a Peer Review which meant that a senior officer and a Councillor from other Authorities visited the Council, together with a representative from the Improvement and Development Agency, to assess the progress we have made against our plans for improvement during the last two years.

Access to Services Inspection
In May 2005, the Audit Commission carried out an inspection to judge how accessible the Council's services are to our customers. Two inspectors interviewed and consulted with our customers, partners, Councilors, managers and staff, to help them to make two judgements:
1. How good is access to services at the Council?
2. What are the Council's prospects for improvement?
The inspectors decided we offered 'good' access to services and are likely to get even better.
