The Overview and Scrutiny Committee has 21 members. Its membership reflects the Council's political balance.
This committee supports the work of the Cabinet and the Council as a whole. It allows citizens to have a greater day in Council matters by holding public enquiries into matters of local conern. These lead to reports and recomendations which advise the Cabinet and Council as a whole on its policies, budget and service delivery. It also monitors the decisions of the Cabinet. It can call-in a decision which has been made by Cabinet or one of its members but not yet implemented. It enables them to consider whether the decision is appropriate. It may recommend that the Cabinet reconsider the decision. It may also be consulted by the Cabinet or Council on forthcoming decisions and the development of policy.
Its remit also includes:
- Responsible for Crime and Disorder issues (for the purposes of section 19 of the Police and Justice Act 2006) and will also deal with issues relating to Community Call for Action under the Local Government and Public Involvement in Health Act:
- Reviewing service plans and budgets for future years
- Flood Rish Management Overview under section 21 of the Local Government Act 2000 as amended by the Flood and Water Management Act 2010.

The Overview and Scrutiny Coordinating Committee meets 12 times a year. Its meetings are open to the public, except for specific items where a statutory exclusion applies.
