The Council operates a Boat and Winch Registration Scheme which applies to all East Devon District Council’s beaches, slipways and boat storage areas in:
SEATON, BEER, SIDMOUTH, BUDLEIGH SALTERTON, EXMOUTH (SHELLY BEACH)
The purpose of the scheme is to keep the space on all the above areas available for safe and proper use by the public and bona fide boat users, by preventing the accumulation of wrecks, unused or non-permitted items and rubbish
- The scheme will apply to all boats and winches kept on the above areas.
- A launching trolley may only be kept with its boat mounted.
- No road trailers or other items may be kept on the above areas.
Please Note:
Spaces for boats and winches are limited on some beaches and waiting lists apply.
There is an annual registration fee for keeping a boat on the beach (£70.00) and for winch sites (£77.00). Owners are also required to have £3m public liability insurance.

Any unregistered boat or winch or other unregistered item of value found to be kept on the above areas is liable to be removed to the Council’s store and will be disposed of after three months. During this period the owner may recover the boat or item on proof of ownership and payment of the appropriate fee to cover the cost of removal, storage and administration.
Any unregistered items felt by the Councils representative to be of no significant value will be removed and destroyed.
